14:00 - Kevin Rudd has announced plans for $45 Medicare rebate to allow medical checks on children before they attend school.
"The whole point of it is to identify whether there are basic problems with hearing, speech or anything like that before they begin their formal education," said Mr Rudd as he indicated that over 250,000 children would be eligible for the checks.
